About this Website

This website was developed to communicate insights from Universal Basic Mobility (UBM) pilots. It includes descriptions of past and ongoing programs and synthesized findings from program evaluations and research, including detailed findings from UC Davis researchers’ evaluations of UBM pilots in four California cities., Findings pertain to the social, economic, and environmental impacts of UBM and  best practices for program design and administration. The research project is hosted by the UC Davis Institute of Transportation Studies (ITS-Davis).

Our UBM Pilot Evaluations

The research team that developed this website has conducted evaluations of four UBM-inspired programs. Our evaluations involved survey and interview research. In all four cities, we conducted surveys of pilot participants at the start and end of the UBM programs. In Oakland, we also surveyed members of a control group who applied to the program but were not selected. We conducted interviews with participants in both cities while the pilots were ongoing. In Los Angeles and Stockton, we also incorporated observed data in the form of debit card transaction data analysis to gain a detailed understanding of how pilot members used their UBM funds over time. The Los Angeles surveys included a treatment and control group to allow for a difference-in-difference analysis of pilot effects on travel and transportation security.
